The gap
Most national systems are built to protect their own citizens in their own territory. That is correct. That is also the problem.
An SZW exemption is required under the BOVK 2016. If filed: protected. If not filed: illegal — but at least the system exists.
The Dutch system covers Dutch children. A Polish child falls outside scope by design. Poland does not know the child is working abroad. No system connects the two.
There is no EU directive, no bilateral treaty, no cross-border register. The gap is structural — it is how every national system is designed.
WWKF does not wait for harmonisation. It builds the infrastructure that makes it irrelevant.
