Every shoot with a child under 13 requires a prior SZW exemption under the BOVK 2016. Most never apply. The Labour Authority does not even know the shoot is happening.

The gap

Most national systems are built to protect their own citizens in their own territory. That is correct. That is also the problem.

The Dutch system covers Dutch children. A Polish child falls outside scope by design. Poland does not know the child is working abroad. No system connects the two.

Covenant & code of conduct

Convenant

Brands sign the WWKF convenant. Agencies and productions commit to a binding code of conduct. The convenant is the opening move — the formal commitment before certification.

The token

One child. One token. For life.

A child-bound identity that stays with the child regardless of which agency or brand they work with. Permanent. It never changes, even when personal data is updated.

  • Brands and productions only ever see the compliance status: green, or not.
  • The BSN never leaves WWKF. It is encrypted and decrypted just-in-time, every access logged.
  • The last four digits are random, never sequential. No enumeration, no data inference.
